Identify jurisdiction from the parcel address
A postal city is not enough. First establish whether the property lies within Albuquerque, Rio Rancho, Los Ranchos, Corrales or unincorporated county land. Then describe the work by trade: wall changes, electrical wiring or appliances, kitchen piping, gas, exhaust, demolition and structural work.

What does Albuquerque, New Mexico publish for kitchens?
The City of Albuquerque permit page lists examples across several permit types. Its electrical examples include installation or alteration of appliances, devices, equipment or wiring. Its plumbing and mechanical examples include exhaust hood installation and installation or alteration of kitchen piping.
The city says properly credentialed contractors or homeowners must request permits for the work and that the responsible party must ensure required permits are obtained before work. Applications, plans, payments and tracking are available through ABQ-PLAN. The city also notes HOA approval is separate and not enforced by the city.
This does not mean every cabinet or finish replacement needs every permit. Send the actual scope to the city and record the answer.
What does Rio Rancho publish?
The Rio Rancho permit guidance says permits are required for most minor repairs and remodel work, including additions or remodels and plumbing, mechanical or electrical work. The Building Division advises contacting the permit office before starting a home project.
Rio Rancho also states that contractors working inside city limits need a New Mexico state license and an active city business license. Ask the provider to identify both the permit applicant and the contracting entity.
What is different in Los Ranchos?
The Village of Los Ranchos forms page publishes building permits and current submission instructions. As reviewed, the village says it does not accept online plan submittals and asks for two complete plan sets with the application at Village Hall. It also lists registration for contractors not located in Los Ranchos.
Los Ranchos maintains its own planning, zoning and building official functions. Do not assume the City of Albuquerque process applies because the mailing address says Albuquerque.
What is different in Corrales and unincorporated Sandoval County?
The Village of Corrales Planning and Zoning Department receives building permits plus zoning and flood-zone determinations. Its published homeowner construction permit includes remodel as a permit type and asks about flood-zone status.
For unincorporated Sandoval County, the county Planning and Zoning page says the county does not issue construction building permits. It requires a zoning compliance and floodplain determination checklist before an applicable permit application goes to the New Mexico CID.
That sequence is a strong reason to identify jurisdiction before pricing permit time.
Who can contract for the work?
The New Mexico Construction Industries Division regulates construction contracting and provides license verification. Its bureau guidance states that construction-related contracting in New Mexico requires licensing, including general construction, electrical, mechanical and plumbing work.
Check the exact legal entity, active status and classification. A business registration is not the same as a contractor license. Also confirm which properly credentialed entity will obtain each permit and perform or supervise each trade.
What about pre-1978 painted surfaces?
The federal EPA Renovation, Repair and Painting rule can apply when a paid firm disturbs painted surfaces in pre-1978 housing. Covered firms must be certified and use certified renovators and lead-safe work practices, subject to the rule’s details and exceptions.
Albuquerque includes substantial older housing. Record the construction year, planned disturbance and the provider’s EPA certification answer before demolition. A local building permit and federal RRP compliance are separate questions.
Put permit responsibility in the agreement
The contract should name who:
- confirms jurisdiction and permit types;
- prepares drawings and calculations;
- submits and pays fees;
- responds to corrections;
- schedules and attends inspections;
- handles concealed changes;
- completes correction work; and
- provides final approval or closeout records.
Do not accept “permits included” as the complete clause. Ask for the permit record and keep inspection results.
How do permits affect cost and schedule?
Fees are only one component. Documents, design, review comments, inspection sequencing and corrections also matter. A layout-changing project may require more information than a same-layout finish replacement. The authority should decide the route after receiving the real scope.
Keep permit time separate in the project timeline and permit-related fees or professional services separate in the owner budget.
